First start attempt: Should I be adjusting Req Fuel or PW?

Hello,
When attempting to start an engine for the first time should I be adjusting the Req Fuel or the Cranking Pulse Widths to get it to fire, or both?

Allen,

Adjust the cranking pulse widths to get it to fire, then adjust the req_fuel to keep it running once you can get it to fire. Then follow the manual.
