Gutting carbs to make throttle plate and injector mount?
Alternate but less preferred would be to take a single throttle plate from something like a dead car, and plumb intake runners to the cylinders. I'm holding this in reserve for when I get going. Might even go out and rip the throttle body off my hulk Chevy Metro 3 cylinder for the parts, probably steal the MAF while I'm at it.
The Ninja 250 tops out at about 30 horsepower and redlines at about 14,000 rpm. I'd probably start by just controlling the fuels and let the stock ignition handle the spark ("little" steps???).
