Do either pin 5 or 18 have any functions?

I would assume not, as they have N/C in the diagram.

What about using pin 16 or 17 to control relays?

Pin 5 does not have a function, pin 18 is ground.

Pin 16 (aled) and pin 17 (wled) can easily be used to control relays - these have low-side drivers. You can use the GPIO function in the code for these...
