Question on EDIS before I reinstall my MS.

I sent my MS to RS autosport for repair. It's on its way back to me and I have a question before I reinstall it.
The SAW wire on my EDIS4 module -- the wire on the module itself, not the wire from S1(X11) on the relay board -- is outputting 18 volts when the key is on and during cranking.
Does this mean my module is bad? It doesn't seem that the SAW *input* should be putting out 18v.
A new module is only $99.00, so it isn't a problem to get a replacement.
