That's definitely a Ford PWM IAC valve in the picture.

Yep..You got it right. the valve is actually inside the aluminium housing, the solenoid that makes it move is in the silver can. there are two ports on the other side, one hooks to the intake, the other to the air cleaner via hoses which you connect by tapping pipe threads in the housing and installing pipe nipples. I've seen some guys use a plate bolted to the bottom as well, with holes drilled and tapped for pipe nipples.
