How does one determine the appropriate charge time (dewll) for a coil?

I've had a hesitation on my car. Increasing the dwell from 4ms to 5ms made no difference. At 6ms performance was noticeably down.

At 3.5ms the hesitation disappeared and even at 3ms the car goes fine.

So how would I determine the best charge time for a particular coil?
