is it possible to have enough voltage to turn the starter... but not enough voltage to engage the gear?

i still have trouble starting the car every morning...
can n e one give me hints as to where to start looking for the problem?

the battery voltage hovers around 10 to 12 volts for the first 15-20 seconds.... then the voltage low enough where the MS relay starts ticking... and that's when i know i need to get help from another car....

the battery is draining @ 20mA... and from what i've learned... n e thing under 40mA is ...
