I'm thinking that only Map (pin 24) needs to be grounded/run high as Map is expected to be used by uS whereas the rest are optional? Maybe O2 aswell?
There is no need to ground anything, actually. You can effectly prevent floating inputs to affect ignition behavior by setting the relevant configuration parameters (cold advance, IAT retard, and TPS calibration) accordingly.
